DAI is preparing for an anticipated DFID programme which aims to support women’s economic empowerment through innovative approaches. Working across several municipalities the programme aims to create an enabling environment for making informed decisions and reducing obstacles to economic empowerment.

Scope of Work:   La Ligada Mozambique
We are seeking applications from experienced Team Leader candidates for the programme who will be responsible for the overall management of the programme, including providing strategic leadership, linking the programme with DFID and overseeing the reporting of the programme.

Requirements

  • At least 10 years’ experience of working in private sector development and managing programmes focusing on women’s economic empowerment, market development (M4P), entrepreneurship.
  • Experience in promoting high-level public-private partnerships.
  • Understand key approaches to monitoring & evaluation with donors.
  • Previous experience with donor funded economic growth projects in Africa and specifically Mozambique highly preferred.
  • Strong qualitative and quantitative skills.
  • Proven leadership, management, and communication experience.
  • Excellent communication skills, including strong presentation, networking and facilitation skills.
  • English fluency required;
  • Portuguese fluency required
Education
Advanced Degree qualified with relevant subject in Business, Economic Development, or other related area

Scope of work 
Our Health programme focuses on HIV/AIDS, sexual reproductive health and promoting secure livelihoods. Skills, qualifications and experience required

  • We are seeking a dynamic and experienced development professional to provide strategic, programmatic and operational leadership to one of VSOs biggest programmes.  
  • You will have at least 10 years experience in successfully managing development programmes and 5 years experience of leading a country team. 
  • You will also demonstrate confidence in context and poverty analysis and in leading a team to interpret this as they develop and deliver effective evidence based programmes.
  • As an experienced senior manager you will l have excellent leadership, negotiation and relationshipbuilding skills. 
  • Your ability to demonstrate the impact of your programming on the lives of poor and marginalised people will be key to your success in planning and resourcing innovative programmes.

Role overview
The aim of this role is to strengthen current monitoring and evaluation practices and support a partner organisation to develop integrated monitoring and evaluation systems. You'll build the capacity of personnel collecting, collating, analyzing, synthesizing and disseminating data. Introduce effective data collection approaches. You'll support the development of guidelines and tools on monitoring and evaluation and deliver training workshops. The emphasis of your position will depend on the key objectives of the local partner.

Skills, qualifications and experience required
To be successful in this role you will need a minimum of 5 years Monitoring & Evaluation (M&E) experience. Relevant Degree or diploma, relevant experience in developing monitoring and evaluation training materials and delivering training. Proven experience and skills in EMIS practice including data collection and analysis, and used in effective management of information systems, planning and decision making. VSO will assess all candidates against the following competencies, which make up VSO's competency framework. You're open minded and respectful. You're resilient and adapt well to new situations. You're able to facilitate positive change and build sustainable working relationships. But most of all, as this is the vision of VSO, you're competent to seek and share knowledge.
The incumbent will be responsible for all aspects of monitoring and evaluation including implementation plans, overseeing staff, data quality, drafting and updating M&E plans, reviewing data, reporting and operations research. This position will also provide logistics and planning support to Mozambique teams and oversee the mobilization strategy for the programme. The incumbent will also liaise with internal and external stakeholders and support capacity building activities for data management and M&E for the CO.
